Weve been using Office 365 syncd with AzureAD for years no on-prem exchange boxes here and implemented MFA a couple months ago. Click your account picture in the top-right of the page and then click My account.

In the upper right corner click your profile picture and select My Account. Enter a Name to help you remember when to use the password such as the name of your device. In add method the option of app password is missing.
Select copy password to clipboard and save your password in a secure location. Yes you could but I am assuming you are going to use a different password as the user has already logged into Power Apps and established their credentials. Select it and click on Add.
Select Security info from the left navigation pane or from the link in the Security info block and then select Add. Outlook iOS Password then select next. Provide a name for the App Password eg.
Click the create button to make a new app password. And then Choose create to get an app password. Go to your account and select My Account Select Security privacy Click Additional security verification NOTE.
To create app passwords using the Office 365 portal Sign in to your work or school account go to the My Account page and select Security info. Select Add method choose App password from the list and then select Add. If you are not able to see the Additional Security verification you can go directly to the link.
As shown in the beginning try to Add a new method. On the multi-factor authentication page select the Allow users to create app passwords to sign in to non-browser apps option. Select the user and click on manage user settings.
In the account options select App password and click Create to create Office 365 app password. You may receive a pop-up in your browser indicating trouble copying the password to the clipboard if using the copy password to clipboard button. Sign out the user from all sessions using the Microsoft 365 Admin portal.

Select the Security Privacy category and expand the Additional Security Verification. Now that we have enforced the User to use MFA heres how you can create App Passwords. Highlight and copy the displayed App Password or select copy password to clipboard.
Log in to your Office 365 account. Ask the user to sign in again. First you need to sign-in to your professional Microsoft 365 account and go to its settings page.
Atlast type a name for your app password and click Next. Sign-in into your user account and go to Admin Center by clicking the Admin icon in the Apps launcher. If this option was already checked or if users still cannot create app passwords try the solution below.

The options of Security privacy seems to be modified please following the prompt to go to new My Account portal Security info to check whether you may find the passwords set previously. This time youll be able to see App Passwords as an option to select. This should work.
